Forest management on the agricultural frontier and the prevention of development project impacts on land belonging to indigenous peoples and campesino organizations in the departments of Caquetá and Guaviare, in the Colombian Amazon

PROJECT FCDS – RFN (Rainforest Foundation Norway)

RFN is a Norwegian NGO that supports indigenous and campesino communities residing in tropical rainforests in their efforts to protect these ecosystems and protect their rights. This initiative is part of the work that FCDS has been developing in the area of management of socio-environmental conflicts in the Amazon, aiming to:

Hold back the agricultural frontier, protect ecosystems, and create the conditions for the consolidation and sustainable development of the rural population (campesinos, settlers, and indigenous peoples) living in the area surrounding the Serranía de Chiribiquete National Park.

The aim is to promote the take up of a land management model that prioritizes socio-environmental management, in addition to designing and consolidating a conservation mosaic that combines land reserved for conservation and for sustainable use. For this proposal to succeed, it will require the cooperation of various donors, the continuous participation of key stakeholders, and capacity building for institutions and the community.

Work areas:

  • Strengthening the governability of territorial, environmental, and sectoral authorities.
  • Strengthening the governance of local organizations and communities.
  • Support for the coordination of institutions responsible for the regulation of land ownership and tenure.
  • Promotion of sustainable land-use models (diversified community forestry (timber, non-timber, ecotourism, etc.) and agroforestry systems as a step towards forest conversion reversal).
  • Coordination and shared sectoral responsibility between public bodies and the private sector to create conditions in which the sustainable production model with community participation can be viable and sustainable.

Supervision and monitoring of:

  • the production model
  • investment (public and private)
  • the planning and development of sectoral projects.

Main outcome (2022):
Forests in the direct area of influence of Chiribiquete National Park in the departments of Guaviare, Meta, and Caquetá are being better protected and managed by public bodies and institutions and resident indigenous and campesino communities.

Specific outcomes:

  1. The bodies in charge of deforestation control and forest management have received appropriate expert information at periodic intervals that has allowed them to better manage and control deforestation in the study area, which comprises the direct area of influence of Chiribiquete National Park in the departments of Guaviare, Meta, and Caquetá.
  2. The Yaguara and Itilla indigenous authorities have received expert information that has allowed them to influence the projections of public or private institutions for planning and management that may impact their territories or their rights.

3. The Association of Community Action Boards of El Capricho ASOCAPRICHO has drawn up a Sustainable Management Plan for the forests in the selected  rural districts.

Outcome 1

  • Community ‘buen vivir’ (good living) in El Itilla Indigenous Reservation has been achieved
  • Self-government has been strengthened
  • There has been recognition, management, and appropriation of the territory
  • Capacities and knowledge have been strengthened
  • Sustainable economic initiatives have been promoted
  • Relationships between neighboring communities have been strengthened

Outcome 2:
The Yaguara II and Itilla indigenous authorities have received expert information that has allowed them to have an influence on the projections of public or private institutions for planning and management that may impact their territories or their rights.

  • There is an ongoing review and analysis of proposals made by territorial bodies and development sectors that contemplate activity in the Yaguara II and Itilla reservations or their areas of direct influence.
  • Visits and/or meetings have taken place in the Yaguara II and Itilla reservations to gather information on pressures and threats.
  • Technical support documents have been elaborated, including educational materials, on activity contained in plans made by territorial entities and development sectors that may affect the Yaguara II and Itilla reservations, or that may represent any pressures and threats to these communities, and any potential socio-environmental conflicts and recommendations for their management.
  • Capacity-building workshops with indigenous authorities.
  • Alerts are being issued to the appropriate authorities on territorial impacts and potential socio-environmental conflicts that affect or may affect the Yaguara II and Itilla reservations.
  • There has been management and monitoring of the recommendations made in territorial and sectoral planning instruments, and of the evaluation and coordination of project activities.
